IV-TH MEETING OF THE COUNCIL OF HEADS OF REPRESENTATIONS OF THE RUSSIAN REGIONS TO THE PRESIDENT AND THE GOVERNMENT OF THE RUSSIAN FEDERATION
On December 7, 2017, the IV meeting of the Council of heads of representative offices of the Russian regions to the President and the Government of the Russian Federation was held at the Permanent mission of the Republic of Komi to the President of the Russian Federation.
The meeting was attended by representatives of 54 subjects of the Russian Federation, representatives of relevant Federal and regional ministries, as well as heads of organizations that assist in the development of small and medium-sized businesses.
“We want to move away from irrevocable support measures, grants and subsidies. We try to focus on the provision of return measures, for example, microloans, guarantees and others”, – shared the experience of the Director of the Department of business development and tourism of the Ministry of investment and development of the Sverdlovsk region Ekaterina Golyanova.
The representative of the Russian export center (REC) Dmitry Makeev spoke about the idea to include in the KPI of the heads of regions the export volume and the number of regional exporting enterprises.
The importance of the development of technoparks, providing preferential conditions for small and medium businesses, as well as the promotion of the export brand “Made in Russia” was discussed by the SME Corporation, the innovation promotion Fund and the Agency for strategic initiatives. The need to develop not only the export brand of Russia, but also the regions was noted by the Permanent Representative of the Republic of Udmurtia Mikhail Khomich. He told how the regional brand “Made in Udmurtia”is promoted.
Foreign experience in promoting small and medium-sized businesses was shared by Julie Behtold, trade Advisor at the Embassy of the Swiss Confederation in the Russian Federation, and Octavian Berzan, economic adviser at the Embassy of the Republic of Moldova in the Russian Federation.
“Any law and act that regulates or introduces new requirements for doing business must pass through a special Commission, which consists not only of representatives of ministries, but also business representatives. Otherwise, it will not be admitted to the Parliament,” the representative of the Republic of Moldova said.
The Council of heads of representative offices of the Russian regions to the President and the Government of the Russian Federation was established on the initiative of the Komi Republic and a number of other regions. Its activities are aimed at strengthening cooperation between the representative offices of the Russian regions located in Moscow.
Representatives of The government Office, relevant committees of the Federation Council and the state Duma of the Federal Assembly of the Russian Federation, Deputy Ministers and Directors of departments of relevant Federal and regional ministries, heads of funds and other organizations take part in the meetings of the Council.
